Question

At what age do pigeons mate? And what can be done to encourage them?

Both Cock and Hen are ready to mate at approximately 180 day (6 months) best method of encouragement is to keep them apart, split your cocks and hen for about 2 weeks, that should do the trick. Good luck!!

Pigeons could be ready to mate at 8 months and music might encourage them to mate

I'd risk saying you shouldn't encourage them at all. My father raised two pigeons, and encouraged them to mate at 4 month. The little chick was often left alone, and hardly fed. Later we've learned that it's kinda common: they don't make very good parents, until they reach being a year old.
Pigeons survived, because they like mating. Keep them near each other, and when they'll be ready, mother nature will be more helpful then anything else.
